Garcia has pitched very well in his last five outings, sporting a 1.49 ERA/2.88 FIP with only six runs given up since May 21st.
It's hard to say what to make of Locke thus far except that you'd like to see him go deeper into games, which you can pretty much say about any Marlins starting pitcher and even further extrapolate that to many other pitchers in baseball. One good thing I can say regarding Locke is that it almost always bodes well for future success when the FIP is lower than the ERA.
