Normally this is the standard, no matter how flawed, used by MLB to determine compensation picks for a free agent should they be offered arbitration by their present team and they don't accept.
If you look through the NL list you will see many Marlins listed who aren't free agents along with some who are under contract and aren't even arbitration eligible. I'm not exactly sure what they are ranking other than some of the better players. Maybe Elias didn't want to take the time to sort out the free agents from the non-free agents. I don't know.
