Short summary of what Hialeah Mayor Robaina said on 1550 AM's Descarga Deportiva:

Believes there is a 70% chance the deal is completed.
There are big plans drawn up for the area that would go around the ballpark. He mentioned a Main Street, large retail areas, a movie theatre, and a hotel.
The Marlins, city, and county are now talking about the details of the deal.
The funding gap has been reduced dramatically. He hinted the city would implement a Ballpark Tax District.
Lastly the Marlins would retain "Florida" because of the marketing and business aspects.

Maybe it's just wishfull thinking but after all this losing (and I do think this team will be very good sooner or later) I'm looking for anything positive.

Glad to hear it
At this point anything that smells of good news is most welcome.  

It is interesting that most of the coverage seems to be coming from Spanish-language media outlets.  Good on them.  I'm perfectly happy for most of SoFla to be caught completely by surprise, as long as it happens somehow.

The Kids Are Alright. Sometimes.
